Canadian Strand The 2005 Joint CES/AEA Evaluation Conference theme 'Crossing Borders, Crossing Boundaries' provides an excellent backdrop for discussion, dialogue and deliberation about issues and questions of particular interest to evaluation in the Canadian context. To that end, one Canadian Strand session will be scheduled in each of the Conference concurrent session time slots. These high-profile sessions are reserved for theme-based exchanges of relevance to evaluation in the Canadian context. We have invited for consideration as part of the Canadian Strand proposals for panels, thematic multiple paper sessions, think tanks, and debates. Themes for these sessions may or may not be linked in direct ways to the Conference theme 'Crossing Borders, Crossing Boundaries' but they will touch on evaluation issues of particular interest to evaluation in Canada or Canadian evaluation interests abroad. Possibilities for Canadian Strand theme sessions are provided below. Governments - Evaluation and Audit Linkages: performance measurement and results-based management in the public sector; relationship to modern controllership; challenges and issues; implications for evaluation practice.
- Benefits, Consequences and Uses of Evaluation in Canadian Policy and Program Decision Making: links to knowledge transfer, renewal and modernization.
- Stakeholder Participation in the Evaluation of Large Scale Canadian Government Programs: benefits and drawbacks; challenges and issues.
- Inter-provincial Perspectives on Evaluation: issues and challenges; cross-ministerial collaboration; inter-sectoral evaluation.
First Nations/Aboriginal Peoples - Evaluation and First Nations/Aboriginal Peoples: contemporary issues, perspectives, concerns; culturally competent evaluation.
Not-for-profits - Evaluation and Canadian not-for-profit organizations: contributions of evaluation to major social issues (e.g., poverty, homelessness, social justice, child care, community building), issues, practices and trends.
Linguistic/Cultural Issues - Multiculturalism and Diversity in the Canadian Evaluation Context: challenges and issues; ensuring culturally competent evaluation.
- Cross-linguistic Sharing in Evaluation: practices and strategies for enhanced professional sharing of evaluation logic, methods, and tools across linguistic boundaries.
International Development - International Development Evaluation: Canadian leadership in development evaluation; evaluating peace-keeping initiatives; challenges and issues.
Evaluator Competencies and Capacity Building - Evaluator Competencies/Core Body of Knowledge: implications for training; advocacy issues; implications for the profession.
- Evaluation Capacity Building: issues and challenges; fostering a capacity for use; integration of evaluation into organizational culture.
- Dealing with Geographical Constraints in Evaluation: use of information technology; challenges for data collection and analysis; diffusion of evaluation knowledge.
